In Spanish, yes. The 'h' will always be silent if it is an actual castellano word.
In most Spanish languages (catalán; aragonés; estremeñu; etc.) the "h" in the beginning of the words is silent, always. Why is it there? Sometimes to recall the latin origin (hombre, hogar) or to make a difference between two similar words like ola (wave) and hola (hello).
