It's Portuguese and a bit of wordplay.

One interpretation would be "Life is hard for (one) who is soft."

"Duro" (in its feminine form here, "dura") has a lot of idiomatic meaning as well, ranging from "hard up" as in broke or having no money, to "stubborn."
