Hi Maria Alba,
Your letter was understandable, but beyond some grammatical errors it didn't sound like proper business English. I have taken the liberty of re-writing the letter to sound more like an English business letter, still keeping the general form of your original. I hope that this is useful for you, and I hope that all is well with you in Spain. Saludos, Jeremias
To the Committee (Insert proper name of committee, but you need a proper salutation):
I hope all is well with you, and that things are going well in Sweden this winter. Here in Catalonia, winter has come later than usual, but finally has arrived this week. We havent had snow in the Pyrenees until this past week! I am writing you to explain that I am still waiting for approval from the Ethics Committee.
I am not sure what is happening, but it seems to be taking a long time for them to reply (the reference to 'them' is unclear - consider changing 'them' to the specific group). Probably this is due to the Committee being formed by the heads of different departments, and now they are occupied in other matters related to the hospital's economic situation. Fortunately, the crisis here in Spain (I think that's what you meant) does not affect me directly, because I work at the research center. However I am still waiting. I have agreed with a transportation company to have the samples transported at the beginning of the year. I will have the samples prepared. I will be in contact with you before I send them, in order to know when it would be best for you to receive the samples.
With kind regards,
Maria Alba.
The tone is rather informal for a business communication. I hope that you intended it to be so.
Im Alba from Barcelona.
How are you? How is the winter so far this year in Sweden? Here in Catalonia, the winter is coming late, but it is finally arriving this week. We havent had any snow in the Pyrenees until now!

I have agreed that I will be able to contract a transport company to transport the samples at the beginning of the year. I will have the samples prepared. I will be in contact with you before sending them, in order to know when it is best for you to receive the samples.

The details/intent of the letter is not clear to me, but they may be to the people that you are sending the samples to. Let me see if I understand you.
You work at a research center. You are supplying the people in Sweden with research samples. Before you can ship them you have to have approval from the Ethic's Committee. With whom have you made an agreement to be able to contract a transport company in the beginning of the year? With the Committee or the people in Sweden?
Are the people in Sweden expecting the samples shortly after the beginning of the year and are you writing to let them know that you may be delayed awaiting Committee approval?
