Someone said to a girl , she is drastic, what does it mean?

Probably means that her actions were or are drastic i.e. extreme in the circumstances , Certainly is not correct english to refer to a person as drastic
My Collins English dictionary defines drastic as: strong and severe
What this person may have meant when he called her drastic is to some extent open to debate since you have given us no context to show us what she had actually done to cause the person to speak of her in such a way.
It is likely that the word was spoken to her in a derogatory way as an insult - whether deserved or not we have no way of knowing without a clearer context to show what she had done - but probably meaning something bad! The only thing I can think that comes close is the English word weird
It would certainly suggest someone whose personality or behaviour was extreme causing them to react in an extreme and /or unpredictable manner! However, such a reported use of the word by one person is certainly subjective and does not amount to fact.

Perhaps the word said was misunderstood and is was not "drastic" but "spastic" I've heard people described as spastic quite a few times (and by the way - the Spanish verb for making such disparaging remarks toward or about someone is "tildar.")
