In the IT world, a packet sniffer is a program that monitors the information coming to and from a machine connected to the internet to determine whether or not any ports are open, and possibly what operating system a machine is running to assist an attacker (or IT professional) to better design/choose the software that they (attacker/IT professional) will use to either carry out malicious activities or protect their network from aforementioned malicious activities. (abbreviated definition)
