This is a difficult question. "Countries" don't speak in this sense, people speak. That said, the language from some countries generally subscribes more closely to the RAE standard than the language of other countries. I hope I said that right.
Each country has a spectrum of educational levels within its population, so people speak the language at varying degrees of grammatical accuracy. English speaking countries have the same situation.
If you are asking which countries (in general) subscribe more closely to the RAE standards, my guess is Spain and Argentina. But that guess is only because they correct my grammar more often.
The best spanish you will find of course is in Spain.Other countries is local spanish that come or have the roots in Spain.It's like English,it comes from England and went to many countries.

In Spain the term castellano, rather than español, refers to the Spanish language as opposed to Catalan, Basque etc. The choice of word has political overtones: castellano has separatist connotations and español is considered neutral. In Latin America castellano is another term for Spanish.
When I was in Barcelona, everyone was speaking "catalá" a Spanish language that sometimes sounded like French. But in Latinoamérica what we hear stems from castellano.
