How do you ask a friend in spanish if they want to hang/get together?

I believe pasar el rato is used in the context of hanging out
Hang out es pasar el rato con un amigo pero sin planes, sin nada planeado a hacer.
get together: I read a thread on "hooking up" in Spanish once when it mean that, but nowadays it has so many different meanings and connotations that I would be leery of using using any of it.
Quieres salir conmigo would be like novio/novia. You want to go out with me?
You can start asking something like "¿qué vas a hacer mañana (or X día)?" and then, you can add "podemos hacer algo, ¿qué tal si vamos a cine?" (going to the movie, the mall, the park...) You know "hanging out"

Be careful about "¿quieres pasar el rato conmigo". This could have some type of connotation. It depends on the situation. It is better: ¿quieres salir conmigo?.
If you are in Puerto Rico, you would say something like "vamos a janguear". I'll let you all figure it out.
Generally I say "¿Nos quieres reunir?". The way you said it is like "Do you want to go out (as in date) with me?"
