perhaps ....el agua estará disponible al grifo.
on tap for beer is de barril (draft beer), but that has to do with tapping kegs, not water mains.

I agree with Susana. If it were on tap, it would be coming through a water line and exiting at a tap, which would be tap water (agua de la llave).

Agua corriente potable. Not exactly "on tap", but "running, drinkable water".
