Worn by the US MilGroup "Advisors" (U.S. Army Special Forces) in El Salvador. The Riad is probably an acronym.
The technical term for this Patch seems to be a Shoulder Scroll.

Either that's RTAD or there are no i's in the first word (which looks more like diosunio, actually). Anyway the second letter in RTAD has a crossbar and the second letter of diosunio does not. - webdunce, Dec 4, 2011
