Scarlets reply was very informational. I didn't know the other meaning of the word chulo.
But I think the most basic translation would be , " what's going on cutie?

Where you at translates to Donde estas?
or you could say de donde eres which means where are you from.

The expression " que pasa papi" has an special context in our countries, not everybody use this word: "papi" or the esxpression "que pasa papi". If I have to translate "papi" in english I have to say "daddy" ( like little Papá ) but I have realised that english people say this word only when children ( specially girls) call their fathers, and we can use this word with this mesnning too, and this same context, but women use too when they want to call their : boyfriends,husbands, sons, friends or brother with affection ( con cariño ), peopole even could say "papito" "que pasa papito", of the entonation is important, because sometimes ( more than you think) the context is sensual, but innocent... I don not how to explain, you have to hear it.
But the word: "chulo" specially in my country , and I know that almost all of the spanish country means " a man who get money for sex or a man who doesn't like to work and look for a woman who works and pay everything for him, and in this way he never has to work" we call this kind of man: "vividores" because chulo is like a bad word: decent people don't use this word.
In the other hand in other countries this word: "chulo" it does not have that bad concept or meaning, the meaning is like "cute" ( bonito) like a woman talking about her friend baby's, who is cute, and she said "Mi amiga tiene un bebe muy chulo" ( My friend has a cute baby) is a completely navy meaning, but if you say: "su esposo es un chulo" ( Her husband is a Chulo) you are saying that her husband does not work ( because he does not like or want to work) and the wife pay everything for him ).
Now, all the expresion: "que pasa papi chulo" maybe it is like say " What's up dear daddy" I really can not translate it, it a very coloquial language beteween very goods friends ( a woman to a man, maybe her boyfriend or husband ) but not everybody use it, people who like to talk correctly do not use this expression because could be misunderstanding. I do not like it, and I never use this kind of expression.
