You use 'por' for times (or by) as in 1x1 Uno por uno smile which, by the way, is why xk means porque in Spanish text speak

But 'veces' for times when you're talking number of times - so tres veces is three times. Tres veces más posibilidades de - or perhaps just the number would work trés posibilidades más de ..... que ...... for three times more likely smile

Here's the link: http://www.spanishdict.com/translate/times. That's how you ask, and your answer is unit 7:

  1. (in multiplication) four times two is eight -> cuatro por dos son ocho three times as big (as) -> tres veces mayor (que)

The differentiation is not altogether specific and there are not enough instances to be certain; but comparisons are being performed in "veces" and direct, abstract syntactic relationships use "por" to multiply. Hopefully this was the intent.
