In a child welafre context, how does one say "unfounded?"

In Child Welfare, after an investigation, the allegations of abuse are deemed to be substantiated (when we have enough evidence that we believe the abuse did occur), inconclusive (we don't have enough evidence to know if the abuse occured or not) or unfounded (evidence indicates that the abuse did not occur). How would one say "unfounded" in that context?
