"que solo alcanzó el agua"

In old church death records (1700's) the phrase "que solo alcanzó el agua" is found frequently. Does this refer to a still-born child? Or one who died shortly after birth? Context "dí sepultura ecclesiastica con entierro ... a una criatura que solo alcanzó el agua".

I'm guessing it would mean they died before birth, that is, they only reached the waters inside the womb, and never made it to the air. But, I have never heard the phrase before, so its just a guess.
