The rule saying that is incorrect.
5.1. Si el complemento tónico (a ella) es también un pronombre personal (ella), la coaparición del pronombre átono es obligatoria (la), tanto si el complemento es directo como indirecto:
Me castigaron a mí; A ti te dieron el premio (no *Castigaron a mí; *A ti dieron el premio).
Below it mentions that the a.... is optional, but the presence of it carries a slightly different nuance than without it.

So bottom line: you need the la in your first sentence. You can add an a ella, but you cannot omit the la. This is only because the object of the a...was a personal pronoun. If it had been a María then you could forget this rule.

What the rule says is that if the person in the a.... prepositional phrase is represented by a personal pronoun (rather than say a name) then you must have a redundant object pronoun whether the a... is used as a direct object or as an indirect object.
So your first sentence is correct (there is no a.... prepositional phrase in it).
Your 2nd sentence is incorrect because the a ella contains a personal pronoun. Since it contains a personal pronoun you need a redundant object pronoun. La in your 2nd sentence since a ella is a direct object. It would have been le if the a ella was being used as an indirect object.
