todo vs todos

I can understand why one might say one or the other as when referring to "all" or "everything". due to plural or singular construction. But these two forms seem to be almost interchangeable. And this creates issues of course with singlular/ plural construction of associated verbs, nouns etc since all have to match. Is there any difinitive rule here?

I found the sentence "En el fregadero todo está sucio." confusing. To me, the pronoun would refer to multiple dishes in the sink, so wouldn't it be "todos están sucio"? - Brain2000, May 20, 2016

Well "todo el dia" =all day and "todos los dias" is every day.
