Why are usted and tengo interchangable ?
For example I could say "tango sed or tengo frio" or I could say "estoy enferma" or "estoy feliz".
Is one form formal and the other informal ?

You are confusing two very different words that are not related (Usted and Tener). Did you mean to say "Tener" and "Estar" are similar when discussing conditions and emotions?
I could say "tango sed or tengo frio" or I could say "estoy enferma" or "estoy feliz".
Tengo sed = I am thirsty
Tengo frio = I am cold
Estoy enfermo = I am sick
Estoy feliz = I am happy
Is one form formal and the other informal ?
Formal and informal come into play when conjugating verbs and who you are talking about or to.
¿Cómo está usted? = How are you (formal)
¿Cómo estás? = How are you (informal)
¿Tiene sed? = Are you thirsty? (formal)
¿Tienes sed? = Are you thirsty? (informal)
