How do you say "as often and wherever the player decides"?

Also, is this sentence grammatically correct? (El campo de Calvinball debe hay las zonas que tienen ciertas las reglas.)

I translated it the best I could, but I would appreciate a proof-read!

Oh, the sentence in english says "The Calvinball field should have zones that have certain rules."
