My son is three and a half. If I wanted to tell you that en español would it be proper to say:

Mi hijo tiene tres y media años. -OR- Mi hijo tiene tres años y seis meses.

Mi hijo tiene tres años y medio. it's more common.

If he has three years and maybe ten months, you can say: Mi hijo va a cumplir los cuatro años.
