word order mixup?

La Comisión Europea ha pospuesto la prohibición a las agencias de rating para que puedan calificar deuda de países rescatados.

I have most of it translated, but it sounded a bit wierd, so I put it through the translator and it gave me this; "The European Commission has postponed the ban to the rating agencies so that they can qualify rescued countries debt."

What does the "they can qualify rescued countries debt" part mean exactly? I can't figure it out at all. Does it mean to say "they can rescue qualified countries from debt"? Please help!
