Techo is roof or the outside part of what covers our head. Cielo raso (or cielorraso) is ceiling or the inside part of what covers our head.

In spite of what I said above many times people look up and we say: "Está mirando al techo or Está mirando el techo"

When the person goes to the outside part, the roof ,we would never call it cielo raso. We could say "techo, tejado(depending on the region) or azotea.

There is a theater play called " El Violinista sobre el Tejado" or "Fiddler on the Roof".

Many people sunbathe on the "techo" or "azotea" but you would never be able to sunbahte in the "cielorraso" unless you fly !!! LOL

Mucha gente toma sol en la azotea. Realmente es común cuando no podemos ir a la playa y queremos tener un color tostado para el verano y los vestidos escotados etc.

"Cielo raso" or "Cielo falso" means ceiling.

Now let's have fun with it!

"Raso" means low or level.

Root: "Ras", which means low or level. It is an onomatopoeia of the sound you make when scraping (or leveling) something off.

Other uses:

"Soldado raso" is a private (a low soldier or a soldier who has not ascended).

"Cucharada rasa" a level tablespoon.

"Rasurar", which means to shave. A close shave in this case is redundant.

"A ras de", which means level with.

Can you reformulate the question please? Cieolo raso means clear sky, as far as I know. Techo is roof. The reason you're not getting any answers is that we don't understand what it is you want to know. Please try again, you're very welcome to the forum!
