You´re probably thinking of "Allí está ......" (this is a correct form).

¿Hay está una gorra en su mochila? - this is better expressed with "¿Hay una gorra en su mochila?" or "¿Hay alguna gorra en su mochila?"
Hay está mucha gente en la casa. - this is better expressed with "Hay mucha gente en casa."

You cannot use both hay and está in a sentance becuase they are both conjugated verbs.

That rule is for *adjacent* conjugated verbs. And even then I'm not entirely sure. But it's a definite fact that you will find many sentences with two or more conjugated verbs. - Goyo, Nov 7, 2011
Probably more like you can't have two conjugated verbs in the same clause. They can definitely be next to each other (adjacent), though. Ex: lo que busco está allí ... busco and está are adjacent and in the same sentence but in different clauses. - webdunce, Nov 8, 2011
