As far as I know, all Spanish speaking countries use the metric system. In fact the US is the only country that I know of that still uses imperial as its primary measuring system.

A literal tranlation would be "6 libras y 3 onzas", but depending on what you need it to, it may be a good idea to put it in kilograms as Qfreed said. All Spanish speaking countries use "kilos".

If you are just asking if it is "seis libras y tres onzas or no?", then look at this site on how to subtract lbs and ounces.

Ejemplo: Resta 3 libras 10 onzas de 6 libras 8 onzas. (no "y" between libras y onzas)
