Sorry for the brevity... Yes, you can call a female dog una perra. I actually don't know if "perra" has the same connotations as "****". Never heard of the the word being used that way, but I'm not a native speaker.
Yes, you can use it to refer to a female dog. Spanish is a very flexible language. Words that are very offensive in English can be offensive in Spanish but they can also be considered fine and even cute and flirtatious. It all depends on the context and the tone of voice. I.E. Esa es la perra de María. Meaning, That is Maria's female dog. You can use the same exact expression but with an angry and mean intonation , you will be talking very nasty about María. Same with Gorda, gordo, negra, negro, flaco, flaca, etc.
I think both in English and Spanish this word is fine, when used about dogs. If used about women, it can be funny, or even affectionate, depending on the tone of voice. it can be offensive, certainly, but then so can cow. I haven't got tiem to find a picture, sorry.
