Since Halloween was a pagan holiday there is no definite word for this celebration but it does fall the evening before All Saint's Day. So I would imagine it is "la víspera de todos los santos".

They say "dulces o travesuras" for trick or treat. I know this from watching the horror movie "trick or treat" jaja.
