is it ahi viene or hay viene?
I hear people in South Texas say hay viene when someone is coming, is this wrong or incorrect?

Ahí viene... is correct. People are used, especially when they talk fast, to say hay/ay instead of ahí. And they really mean ahí, it's a regionalism, mostly from Mexico.
Hay means There is/are, exist(s), etc.
Hay muchas formas de vida en el planeta - There are many ways of life in the planet.
Another example:
Compra comida pal gato - Compra comida para el gato.
Wrong.
it is "ahí"
