Language proficiency scale (In depth)

Question

I was looking around online for a proficiency scale, and came across this one-

So far, this is the best one I have found... it goes through translation performance, interpretation performance, speaking, reading, writing and listening separately and gives in depth descriptions of where the peson should be at each level.
