It depends... are you saying "It is 2:10", or "at 2:10".

For "It is", you would use "son las" (or "es la" for a time in the 1:00 hour).

For "at", you would use "a las" (or "a la" for expressing 1:00).

Son las dos y diez - It is 2:10.

A las dos y diez - At 2:10.

Son las cuatro - It is 4:00.

A las cuatro - At 4:00.

For 5:40, you have two options:

To state that it is 20 minutes before 6:00...

Son las seis menos veinte.

To state that it is 5:40...

Son las cinco y cuarenta.

At the end of any of these you can add:

de la mañana - in the morning (literally "of" the morning).

de la tarde - in the afternoon.

de la noche - in the evening, or at night.
