¿Donde están los planos? Is this the same as ¿Donde están los planes? or is there some difference?

yeah there is a difference. planos are plans as in design/layout for some project, planes are plans as in ideas for an activity - like what are the plans for Friday night?

Yeah you'r right in both, the difference can be just in singular or plural it depends of what do you want to say.
