I'm still learning too and I'm not sure exactly how to explain this grammatically but I'll give you my understanding so far:

If cuándo is used as an interrogative (question word) then it needs the accent.

¿Cuándo irás a Brazil? When will you go to Brazil?

If it works as the object of the verb then it also needs the accent.

No sé cuándo iré. I don't know when I'll go.

But if the sentence contains a clear reference to answer 'when' then it doesn't need the accent.

Iré cuando mi curso ha terminado

I'll go when my course is finished.

En sentido interrogativo y exclamativo, en qué tiempo.
