On Wednesday evening, we went to the Town Hall. It was the last day of the year and a large crowd of people had gathered under the Town Hall clock. It would strike twelve in twenty minutes ‘time. Fifteen minutes passed and then, at five to twelve, the clock stopped. The big minute hand did not move. We waited and waited, but nothing happened. Suddenly someone shouted. 'It's two minutes past twelve! The clock has stopped!' I looked at my watch. It was true. The big clock refused to welcome the New Year. At that moment, everybody began to laugh and sing.
Fuimos al ayuntamiento este miércoles por la tarde. Esta es el ultima día del año y a multitud de hombres reunieron bajo el reloj del ayuntamiento. Tocaría doce después de vente minutos .sobre quince minutos luego ,a las doce menos cinco , el reloj paro. El manecilla grande del minuto no movió más. Esperamos una y otra vez, pero nada ocurría. De pronto, alguien grito ¨son las doce y dos, el reloj paro ¨ Mire al reloj mío . Es verdad! El reloj grande rechazo a dar la bienvenida al año nuevo. En ese momento, todos echaron a reír y cantar.

Fuimos al ayuntamiento este miércoles por la tarde. Esto era el ultima día del año y una multitud de hombres se había reunido bajo el reloj del ayuntamiento. Tocaría doce después de veinte minutos. Quince minutos después, a las doce menos cinco , el reloj paró. La manecilla de los minutos dejó de mover. Esperabamos y esperabamos, pero nada se occurió. De pronto, alguien gritó ¨son las doce y dos, ¡el reloj ha parado!¨ Miré el reloj mío . Era la verdad! El reloj grande había rechezado a dar el bienvenido al nuevo año . En ese momento, todos echaron a reír y cantar.
Well I'm not qualified to check your translation but I can tell you a cold welcome is when no one acknowledges someone, or in this case something, entering the room or whatever. I hope this is what you were looking for.
