JulianChivi is correct - it came from Latin, and is used in English as follows:

PER SE (adverb): by, of, for, or in itself; intrinsically.

Synonyms: innately, inherently, fundamentally Sinónimos: naturalmente, inherentemente, fundamentalmente


This candidate is not a pacifist per se, but he is in favor of peaceful solutions when practicable.
