Marcar, in this context, means "to dial a phone number". Literally, they are saying "dial me". So, yes, it means "call me".

Yes, its slang for "dial me up" from the verb marcar- to dial, to mark or to brand.

Yeah, it could mean "call me." They're using a command form of marcar: márcame.
