"Who is seventeen years old" (not who in an interrogative way)
The girl, who is seventeen years old, will not attend the dance.
La chica, que tiene diecisiete años de edad, no asistirá al baile.
Is that translation correct?

La chica que tiene diecisiete años de edad, no asistirá al baile. (no comma after "chica")
(This basically means that out of all those girls, that one particular girl who happens to be 17 will not attend the party)
La chica, quien tiene diecisiete años de edad, no asistirá al baile. (The girl, who is seventeen years old, will not attend the dance.)
