What's the difference between "buen" and "bien"? Why does sometimes "buen" is used and at other times "bien"?

Buen is the masculine singular for the adjective bueno, buena - good.
Instead of bueno, one says buen before a masculine singular noun.
So it is
Buen día (singular, masculine)
Buena suerte (singular, feminine)
Buenos días (plural, masculine)
Buenas noches (plural, femine)
Bien, on the other hand, is an adverb meaning "well":
Bien hecho - well done.
Bueno (buen before a masculine noun) is an adjective; bien is an adverb or a noun:
Era un buen hombre (adjective)
Quiero una cerveza bien fría (adverb)
Está muy bien hecho (adverb).
Hay que distinguir entre el bien y el mal (noun).
