I believe they are called "croquetas de papa".
I am with Noetol, trying to say hashbrowns in spanish is like trying to say gnocci in english, or spetzle in english,or mole in english. Yes we have hashbrowns here in Mexico, but they are "hashbrowns" not many restaurants serve them. And by the way kechup by any other name is ketchup even here!
Hashbrowns are a very specific kind of fried potato, so I don't think "papas fritas" is going to work. You could just as easily get French fries ordering this.

Just as when you say in English "I'd like enchiladas", I think you would just use the name for the food, "hashbrowns".

"Croquetas de papa". Would get you this:

Latkes de papa would be like this:

¡No es papas fritas!
It's like tortilla de papa, aunque las tortillas no son crujientes. Sería como croquetas de papa. So you can say: Croquetas de papa, papa hashbrowns, tortilla de papa, but the best and widely known name for me is: latkes de papa....
If you can correct my english... It's ok. (If I say something wrong)
I say: ¿Me da unas papas fritas por favor?.
