They are both prepositions and as such their meaning depends strongly on the verb they are associated with. The same is true in English.
Compare:
step in
step over
step on
step up
with
lay in
lay over
lay on
lay up
and
run in
run over
run on
run up
or
stand in
stand over
stand on
stand up

They can both mean "about", but other than that they are normally used differently. Do you have some context?
