Can anyone tell me the difference between: stutter and stammer

I am confuse about there two words; any suggestions?

At first glance I would have said that stutter is a speech impediment whereas stammer is something that people do when they stumble over their words but it seems from a quick Google search that Tomb3 is correct, as a speech impediment stuttering and stammering are seen to be the same thing.

In my opinion :

A stammer is more likely to be a speech imperfection and more likely to be permanent.

A stutter is more likely to be temporary and brought on by circumstances such as. fright or confusion.

Anyone care to explain how balbucir is used for stammer (tartamudear/stutter)? when our dictionary says that it means "to babble"?
