Welcome to the forum!

When “él“ refers to “he” or “him”, in which case it has an accent, you do not use a contraction.

When “el” is used to mean “the” you do use the contraction.

Which is a very good reason to pay attention to accents.

Since in your example “él “ is referring to a person, you do not use a contraction.
