The speaker is telling you that the words "cigar" and "barrrel" are spelled with double r.

This is just an exercise for learning to roll your r's.

The meaning, such as it is, is there are two r's in both cigarro (which means cigarette, not cigar) and barril (which means - you guessed it! - barrel).
