Is "Llevar" "Llevo una camiseta blanca" "Llevo un vestido" you can use "usar" too, "He usado el vestido de mi hermana" "Use aquella camiseta" but use in this case is past, for the present we use "Llevar".

This may be regional, but for us (Argentina), "llevar" would sound foreigner. We use "tener puesto", or just "tener".

"Tengo puesta una camiseta blanca"; "Tengo una camiseta blanca".

In the second one is not clear if you are saying "I have" or I'm wearing". Context will fix that.

If you say "uso una camiseta blanca", is a statement saying that yo usually do wear it, but if you say "Estoy usando..", then it means you are actually wearing it.
