Quien ha decidido tal cosa
I think "tal cosa" means "such a thing" in this sense.
Quien ha decidido tal cosa. Who decided that. Like, who decided such a thing.
Looking at cosa, you can see
¡qué cosas tienes! -> you do say some funny things!
poca cosa -> nothing much
como si tal cosa -> as if nothing had happened
¡qué cosa! -> how strange! (and of course we all know that ¿qué cosa? means what are you talking about, what did you say just then/.)
So even though tal means so / such and it seems obvious I take some delight in evaluating how cosa can be used in it's different ways. And I think tal cosa is such a thing in the "THAT" sense figuratively here.
Gracias.

Well yes, you are a great guesser, just some changes:
¡qué cosas dices! -> you do say some funny things!
but it can also work like: "Don't say things like that!"
-como si tal cosa -> as if nothing had happened
here I'd say: As if such a thing_____
I don't see why to add the verb happen.

tal cosa - such a thing
I'm really not sure about the meaning of "como si tal cosa". At first sight I would think it meant "as if there was such a thing/as if something like that existed" Maybe like: "El amor verdadero, como si tal cosa". Kind of a sarcastic statement.
