It depends on context. I would say "piedra" means a smaller rock ranging from the size of a pebble to something you could easily throw or move. I would use the word "roca" if I was referring to a bigger rock that was difficult/impossible to move. Not sure where the distinction overlaps, but I am sure a native/advanced speaker can clarify it.
