are these words interchangable, or is there a subjuctive rule for them?

No, they aren't interchangeable, and they have multiple uses.

Ya - Already,

Ya comí I already ate.

¿Fuiste al super? Ya no.
Did you go the supermarket? Not yet.

Ya lo sé I already know

¡Ya basta! That's enough!

¡Llama ya! Call now!

Vez - Multiple meanings, none of them using 'vez' alone that I can recall.

Una vez más One more time

Tal vez Maybe

Voy a hacerlo otra vez I'm going to do it again

Tiempo - time, weather

No tengo tiempo I don't have time

¿Qué tiempo hace? What's the weather like?

As for subjunctive rules, none come to mind at the moment, but I'm inclined to say there are none.
