The difference is probably the same in all countries, but if you don't want an answer from someone who is not from Mexico, I won't interfere.

In Spain, "tapadera" its used when you want to talk about a busines which hide another busines (ilegal busines). For example.

La policia nacional detiene a 2 personas que usaban un restaurante chino como tapadera para el trafico de drogas.
