Present and Imperfect Subjunctive uses?

I know what the Subjunctive is for, what it means and how to use it in terms of the time frame. The only thing is that I want to know what it means when its not in the form

Es/era Bueno que........ "subjunctive"

Like if it's by itself?? Can it be used by itself?

"Ella fuera a escuela a menudo?" What does this mean and is it correct? Thanks a lot!!

You use the subjunctive to avoid declaring something. In this case, you are asking a question rather than declaring anything, so the use of the subjunctive makes no sense to me. However, I'm just a beginner, so something regarding the subjunctive not making sense to me doesn't mean it's wrong.

"Es bueno" means "It's good". It can be used by itself to mean that.

In the second example, going to school sounds like something that she usually did in the past. I would use the imperfect past tense, indicative mood.

¿Ella iba a la escuela a menudo? - Did she go to school often?

I would use the past preterite if she went to school a specified amount of times, or within a definite time frame.

¿Ella fue a la escuela hoy? - Did she go to school today?
