If "ir+a" means "to be going to"

Then does "iba+a" mean " was/were going to"?

Yes you are spot on wink, iba is the imperfect of "ir. "Iba a" = "was going to"

Any other tenses of "ir" will also translate to a "going to" phrase wink

Precisely. And "iré + a + infinitive" means "I will go to + infinitive", and so on and so forth.
