Estar a cargo VS estar al mando - always exactly the same?

Estar a cargo VS estar al mando - both in charge of. Any subtle differences here?
Platinum Games podría estar a cargo de Metal Gear Solid Rising
Could al mando work here too or is it more military?
Platinum Games podría estar al mando de Metal Gear Solid Rising
Platinum Games could be in charge (of making the game) Metal Gear Solid Rising

Estar al mando (de) can also be used to say "to be in command (of)" in addition to "to be in charge of".
Not native so I'm not sure if in that specific example it would sound too military-y, but I know I hear "a cargo" on a much more frequent basis.
