What the heck does Alfran mean?

Okay, there's a Spanish language bimonthly newspaper published in Green Bay. I work on translating the news stories but there's one word that's eluded me because it's the same in English and I can't find the definition in Webster's either. What the heck does "alfran" mean? Thank you for putting a dent in my ignorance.

It was in a Notimex article. Having to do with agriculture I think. I think Leatha may be right. Maybe having to do with alfalfa, but if you google it, it's pretty wide ranging. - GaryT, Aug 14, 2011

"Alfran" sounds like an English proper noun to me, not a Spanish one.
