Puede que VS puede ser que......... No need for ser?

So "Puede que" is enough for "it could be that" and that ser is not needed at all? "Puede ser que........"

I wish somehad answered this question. I have the same question too. Here is a sentence from a newspaper article:
En tercer lugar, puede que nos esperen crisis climáticas más graves.
here, it's "puede que" not "puede ser que" . Either way must be ok, huh?
So "Puede que" is enough for "it could be that" and that ser is not needed at all?
Puede que = he/she/it is able to (can)
Podría que = he/she/it could be able to (could)
Podría ser que = he/she/it could be that
