It's vernacular for "Japanese person". In this case a Japanese girl or woman given the definite article 'la'. It's not necessarily a pejorative but could be used to that effect (much like the term "gringo" can be used pejoratively or not). Taka taka comes from how the Japanese language sounds to Western ears.
